Cannot add a signature to Microsoft Outlook 2016

Uninstall Microsoft Desktop App
1. First make sure Microsoft Outlook is closed.
2. Open settings.
3. Open Apps.
4. Click on Apps & features.
5. Search for Microsoft Desktop App.
6. Click Uninstall/change.
7. Open Microsoft Outlook 2016 and add the signature after the desktop app has uninstalled.
